EU Immigration News – These are the Top 10 EU countries that have the most Ukrainian refugees and unaccompanied minors from Ukraine in 2025, according to the Eurostat last update on June 10th, 2025:
There were 4.26 million Ukrainian refugees in the EU as per data on April 30th, 2025, that represents 9.5% of the total population in the EU.
There are over 18,000 unaccompanied minors from Ukraine that are living in Europe as a whole in 2025 and the majority of Ukrainian minors that are accounted for are distributed in European countries as per the list in Part 2 below.
Part 1 - Top 10 EU countries that have the most Ukrainian refugees in 2025:
1 – Germany
Germany ranks the No 1 country that hosts the most Ukrainian refugees in 2025 with 27.9% of the total number of Ukrainian refugees in the EU. This represents 1,189,355 Ukrainian refugees in Germany in 2025.
2 – Poland
Poland ranks 2nd country that hosts the most Ukrainian refugees in 2025 with 23.2% of the total number of Ukrainian refugees in the EU. This represents 986,925 Ukrainian refugees in Poland in 2025.
Compared with the total population in the country, Poland has the second highest ratio of Ukrainian refugees per thousand people with 26.9%.
3 – Czechia
Czechia ranks 3rd country that hosts the most Ukrainian refugees in 2025 with 8.7% of the total number of Ukrainian refugees in the EU. This represents 370,600 Ukrainian refugees in Czechia in 2025.
However, compared with the total population in the country, Czechia has the highest ratio of Ukrainian refugees per thousand people with 34.0%.
4 – Spain
Spain ranks 4th country that hosts the most Ukrainian refugees in 2025 with 235,895 Ukrainian refugees.
5 – Romania
Romania ranks 5th country that hosts the most Ukrainian refugees in 2025 with 184,390 Ukrainian refugees.
6 – Italy
Italy ranks 6th country that hosts the most Ukrainian refugees in 2025 with 166,380 Ukrainian refugees.
7 – Slovakia
Slovakia ranks 7th country that hosts the most Ukrainian refugees in 2025 with 132,600 Ukrainian refugees.
8 – Netherlands
The Netherlands ranks 8th country that hosts the most Ukrainian refugees in 2025 with 123,290 Ukrainian refugees.
9 – Ireland
Ireland ranks 9th country that hosts the most Ukrainian refugees in 2025 with 112,175 Ukrainian refugees.
10 – Belgium
Belgium ranks 10th country that hosts the most Ukrainian refugees in 2025 with 89,580 Ukrainian refugees.
Even though Estonia ranks only 21st European country that hosts the most Ukrainian refugees in 2025, Estonia has the third highest ratio of Ukrainian refugees per thousand people with 24.7%. This represents 33,975 Ukrainian refugees in Estonia in 2025.

1 – Austria
Austria ranks No 1 European country with the highest number of unaccompanied minors from Ukraine in 2025, with 2,640 Ukrainian minors in Austria.
In relative terms, the 4th European country with the highest share of unaccompanied minors from Ukraine is Austria with 6.3%.
2 – Norway
Norway ranks 2nd European country with the highest number of unaccompanied minors from Ukraine in 2025, with 2,150 Ukrainian minors in Norway.
In relative terms, the 3rd European country with the highest share of unaccompanied minors from Ukraine is Norway with over 7.5%.
3 - Netherlands
The Netherlands ranks 3rd European country with the highest number of unaccompanied minors from Ukraine in 2025, with 1,890 Ukrainian minors in the Netherlands.
4 – Lithuania
Lithuania ranks 4th European country with the highest number of unaccompanied minors from Ukraine in 2025, with 1,750 Ukrainian minors in Lithuania.
5 – Belgium
Belgium ranks 5th European country with the highest number of unaccompanied minors from Ukraine in 2025, with 1,610 Ukrainian minors in Lithuania.
