PORTUGAL BEYOND THE PROPERTY LISTINGS: WHAT INTERNATIONAL BUYERS REALLY WANT IN 2026 - By Elly Herriman | Founder, Overseas Property Insider

Real Estate News Europe - Having spent 20 years working in international property, beginning my career in Marbella, Spain, I've always found the reasons people buy abroad just as interesting as the properties themselves. Some are looking for a holiday home. Others are planning retirement, relocating with their families or hoping to generate rental income. Increasingly, I believe buyers are thinking more carefully about how a property will fit into their lives over the next ten or twenty years. Portugal is an interesting market to examine because it appeals to people with very different priorities. A retired British couple considering the Algarve may have little in common with an American family exploring Lisbon or a younger professional looking at Porto. Yet all three may be attracted by the possibility of a different quality of life. The challenge for Portugal's property industry is understanding those differences and responding to them.

A Changing International Property Market

Portugal has experienced considerable growth in property prices, and the figures deserve attention. According to Portugal's National Statistics Institute (INE), house prices increased by 17.6% during 2025. In the first quarter of 2026, prices were 17.8% higher than during the same period the previous year. These increases have important implications for both domestic and international purchasers. For overseas buyers, Portugal can no longer automatically be viewed as an inexpensive alternative to other established European destinations. Location, property condition, running costs and long-term affordability all require careful consideration. There is also an important distinction between people researching property abroad and those who ultimately complete a purchase. From a marketing perspective, that distinction matters enormously. Attracting attention is relatively easy compared with helping someone make a confident decision involving their savings, family and future.

Buyers Are Looking Beyond the Property

When I began working in Marbella, international property marketing was already closely connected with lifestyle. Sunshine, beaches, golf courses and outdoor living were central to the appeal. Those things still matter, of course. What I find particularly interesting today is how much more information buyers can access before they ever contact a property professional. Someone considering Portugal can research individual neighbourhoods, compare property prices, investigate schools and healthcare, and watch videos showing what everyday life might look like. They can also speak directly to people who have already made the move. This creates a more informed audience, but it doesn't necessarily make the decision easier. A beautiful villa with a swimming pool might look perfect online, but that tells a prospective buyer very little about winter living, access to services, maintenance costs or whether the surrounding community will suit them. I think the property industry sometimes underestimates how important these details are. The right property in the wrong location can become an expensive mistake.

Portugal Offers More Than One Lifestyle

One of Portugal's strengths is the variety of places available to international purchasers. The Algarve remains particularly attractive to overseas buyers. Established international communities, beaches, golf facilities and an extensive tourism infrastructure have helped the region develop a strong reputation. Yet even within the Algarve, there are considerable differences. Lagos has a different character from Vilamoura. Tavira offers a different experience from Albufeira. Buyers exploring Loulé or the surrounding countryside may have entirely different expectations from someone searching for a beachfront apartment. These distinctions deserve more attention than they sometimes receive. Lisbon appeals to people seeking city living, international connections and a busy cultural environment. Porto offers its own combination of history, business activity and urban lifestyle. Further inland, buyers may discover larger properties, quieter communities and a different pace of life, although access to transport, healthcare and employment can become more important considerations.

Madeira and the Azores offer another perspective on Portuguese living, particularly for people drawn to island environments. There isn't one ideal Portuguese destination for every international buyer. Understanding the individual is far more useful than simply recommending the most fashionable location.

The Importance of Experiencing a Destination

Having lived overseas myself, I know there is a considerable difference between enjoying somewhere on holiday and making it your home. I spent years living and working in Spain, and that experience has influenced how I approach overseas property. When you live somewhere, the everyday details become part of your routine. You discover which areas remain busy throughout the year, how local services operate and what you enjoy about a place once the initial excitement has worn off. I always think buyers should spend time in their preferred location outside the main holiday season where possible. Visit the supermarkets, explore residential neighbourhoods and understand what transport and healthcare access actually look like. If you're planning to work remotely, investigate internet connectivity and the practical requirements of working from another country.

If you're retiring, consider how your needs might change over time. And if you're buying primarily for rental income, research the local market rather than assuming that a popular holiday destination automatically guarantees strong returns. These aren't particularly glamorous considerations, but they're often the ones that determine whether a purchase works in the long term.

Investment Still Matters, but Expectations Need to Be Realistic

Portugal continues to attract property investors, although the market has changed. Property purchases ceased to qualify for Portugal's Golden Visa programme in 2023. The former Non-Habitual Resident (NHR) tax regime was repealed from January 2024, subject to transitional provisions for eligible individuals, and succeeded by a more targeted tax incentive for scientific research and innovation.

Anyone considering relocation or investment should therefore obtain current professional advice rather than relying on information published several years ago. There are also wider questions about investment performance. Property prices have risen substantially, and purchasers need to consider whether the asking price reflects realistic rental prospects, ongoing costs and potential future resale demand. For those buying holiday accommodation, local licensing requirements and restrictions can influence how a property may be used. Personally, I think transparency is increasingly important in international property marketing. Projected rental returns, capital appreciation and investment opportunities should be explained carefully, with a clear distinction between forecasts and guaranteed outcomes. Buyers deserve enough information to make their own decisions.

The Responsibility of the International Property Industry

Portugal's housing market also faces pressures that cannot be ignored. Rising prices and affordability challenges affect Portuguese residents, particularly younger people and households trying to purchase their first home. International property businesses have a responsibility to recognise that they operate within established communities, not simply investment destinations. The relationship between international demand, housing supply, local employment and economic development is complicated. Overseas investment can support construction, renovation and local businesses, but it is important not to overlook the challenges associated with housing affordability. I believe the strongest long-term opportunities will come from developments and property businesses that understand the communities in which they operate. That includes responsible development, realistic pricing, professional standards and a willingness to provide buyers with balanced information. Portugal's appeal should never be reduced to a sales opportunity.

What I Believe Property Buyers Will Value Most

Looking ahead, I believe the most successful international property businesses will be those that provide more than property listings. OVERSEAS PROPERTY INSIDER | OPINION LEADER 5 Buyers can already find thousands of properties online. What they need is reliable guidance to help them understand the differences between locations, assess opportunities and connect with appropriate local professionals. That might involve introducing a buyer to a qualified legal adviser, helping them understand the purchasing process or explaining why a particular development may not suit their circumstances.

Sometimes the most valuable advice is encouraging someone to reconsider a property that looks wonderful in photographs but doesn't meet their practical needs. Through my work at International Property Alerts and Overseas Property Insider, I am particularly interested in making international property information more accessible and helping people approach overseas purchases with realistic expectations. Portugal has a great deal to offer, but choosing to buy there should be an informed decision rather than an emotional reaction to an attractive listing. After two decades in international property, one thing has remained consistent in my experience. People may begin their search by looking at properties, but their eventual decision is usually influenced by something much more personal. Where they want to spend their time. How they want to live. What they hope the next chapter of their lives will look like. For Portugal's property industry, understanding those motivations is just as important as understanding the market itself.
