Portugal continues to see increased confidence from investors and rating agencies. The Canadian credit rating agency DBRS revised its outlook upwards from "stable" to positive.
This is Portugal's third rating upgrade by a rating agency in less than six months, after the US agencies Fitch and Standard & Poor's (S&P) also raised their outlook to "positive".

Despite the adverse international context, Portugal continues its work to reduce its public debt ratio. This task is highlighted by DBRS, which notes that, for the first time since 2009, the debt ratio fell below 90% of GDP in 2025.
